The sources told the NBTV that Mamata Banerjee, the Chief Minister of West Bengal, is not willing to suggest the implementation of the Land Acquisition Act 1894 against the lands that are being acquired by force, not even in respect of requirements like power. The sources told that the Chief Minister formed a land committee, with two members, consisting of the Ex-Land and Land Reforms Commissioner and the Lawyer to devise a widely agreeable property purchasing guidelines. Be that as it may, the only property purchasing venture that gets the Government’s approval, in future appears to be for acquiring 6,000 acres for construction of mounds in Aila-hit Sundarbans. Despite the Government’s approval, the officials cannot straightaway acquire the terra firma as they will have to consult the Gram Samsad and Gram Panchayat members beforehand mentioning that jobs will be offered to those family member (s) whose lands have been acquired, subject to suitable and available vacancies) and that the compensation quantity will be hiked from 30% to 60%. The Chief Minister has readily accepted this proposal keeping in view the helplessness of the inhabitants who are living on Sundarban islands and she has ordered commencement of the job with effect from September 01, 2011`.
The sources further told the NBTV that Mamata is having a different view with regard to ventures concerning electricity. She recently held a meeting with the concerned officials/members of the electricity department, highlighting the grim condition relating to the electricity. She has reiterated and made it very clear at the meeting that, under no circumstances, she refused to be cowed down, in acquiring not even an inch of the space. This statement was made by the Chief Minister despite the official’s plea for land acquisition in view of the grave power situation. The officials further stressed that since the Katwa Electricity Factory venture is in progress, the State requirement of land for construction of electricity factory is to the tune of 1,100 Acres out of which the Government is holding 450 Acres. The Chief Minister maintained that she has to be consulted even if the venture takes even longer period as it is already delayed by more than a couple of years.
The sources also told the NBTV that during September 2011, WBPDCL agreed to pass on the Katwa ventures to NTPC due to financial crisis. In view of this the State Government should take necessary and immediate action to acquire the land to NTPC. It is also added by the sources that a whopping Rs.134 Crore has already been scuttled.
